The Overview

In 2024, the Authority for the Digitalization of Romania (ADR) launched Digital4All, an innovative platform designed to enhance the digital competencies of employees in Romania’s small and medium-sized enterprises (SMEs). Developed as part of the National Recovery and Resilience Plan (PNRR), the initiative provides specialized training in 9 cutting-edge technologies, including Internet of Things (IoT), Cloud Computing, Big Data, Machine Learning, Artificial Intelligence, Robotic Process Automation, Blockchain, Cyber-Physical Systems, and Additive Manufacturing.

To bring this ambitious vision to life, ADR initiated a public tender process to find a trusting technology partner. Zitec, recognized for its expertise in digital transformation, was selected to develop and implement a scalable, secure, and user-friendly platform. The challenge was clear: create an end-to-end system to manage SME registration, evaluation, contract administration, and training delivery, all within a highly compressed timeline.

Despite strict deadlines, evolving requirements, and complex system integrations, Zitec successfully delivered a seamless digital ecosystem that streamlines workflows, reduces administrative burdens, and enhances the user experience for both SMEs and regulatory authorities. This resulted in a powerful digital solution that empowers small businesses to become more digitally savvy, accelerating Romania’s digital transformation.

PNRR-EU-project

The Challenges

From the outset, the project faced significant time constraints. Given that all SMEs had to be enrolled and approved within a single fiscal year, Zitec had just seven months to build, test, and deploy the platform. The team delivered the various functionalities incrementally; as new features were ready, they were pushed into production.

The solution needed to support three core processes:

  • Evaluation: Assessing SME applications, verifying documentation, and determining funding eligibility.
  • Contracting: Generating and digitally signing agreements between SMEs, training providers, and ADR.
  • Learning management: Hosting and tracking online training sessions, ensuring compliance, and certifying participants.

Each of these processes involved multiple stakeholders, approval workflows, and document exchanges, making automation and intuitive user experience critical to the platform’s success.

One of the most technically complex challenges was importing the data about SMEs from “MyPNRR” into the new platform. Zitec had to build an intermediary data processing layer to extract, clean, and synchronize data while ensuring compliance with data security regulations.

Additionally, given the platform’s role in managing sensitive financial data, contracts, and user identities, security was a top priority. While hosting on Google Cloud provided advanced security capabilities, such as strict compliance with government-backed data protection standards as well as a future-proof infrastructure that can be migrated seamlessly to a government cloud if needed.

As far as security is concerned, Zitec implemented additional protective measures, including:

  • Secure document storage and validation mechanisms to prevent data breaches.
  • Multi-layer authentication for different user roles to strengthen access control.

Each SME would be allocated a virtual credit capped at €17,000, based on eligibility criteria to contract specific courses. The platform automatically calculated course costs, ensured compliance with financial regulations, and prevented budget overruns.

Additionally, the platform would need to be aligned with the highest accessibility standards, opening it up to diverse users.

The Solutions

The platform was designed as a modular system, ensuring that each core process functioned independently yet cohesively:

  • The platform automatically mapped imported data from “MyPNRR”, streamlining the assessment process by assigning evaluators and enabling real-time tracking of application statuses. This automation reduced manual effort, increased transparency, and ensured faster decision-making for SME eligibility.
  • To simplify administrative processes, the platform facilitated digital contract generation, validation, and signing in a secure environment. By automating approvals and document management, it minimized errors, accelerated contract finalization, and improved compliance with regulatory requirements. To streamline contract approval, Zitec developed a document workflow system, facilitating:
    – Automatic document generation based on predefined templates.
    – A step-by-step digital signing process for multiple stakeholders.
    – Validation mechanisms to prevent errors, duplicates, or missing documents.
  • Designed for flexibility, the learning management module supported both live and self-paced learning paths, offering a blended learning approach to enhance engagement and knowledge retention. This structure provided SMEs with an adaptive, scalable training experience tailored to their needs.

For the learning management system, Zitec opted to customize BigBlueButton, an open-source video conferencing tool, adding advanced features such as:

  • Real-time analytics dashboards for instructors to track participant engagement.
  • Collaborative tools, including shared whiteboards and private messaging.
  • Automated attendance tracking, ensuring compliance with financing requirements.

The Results

Within the first 3 months from launch, the platform saw almost 3.500 IMM enrollments with more than 520 already admitted into the program, reflecting strong adoption. More specifically, from the total, more than 900 users have already joined specific training courses, showcasing a high level of interest and commitment to digital upskilling.

With a blended learning model (live + self-paced), the platform is expected to enhance digital skills for over 2,000 SMEs across Romania. In addition, trainers now have access to detailed analytics, allowing them to optimize teaching methods, while learners report higher engagement levels compared to traditional online courses.

With Digital4All, Romania’s SMEs now have access to state-of-the-art digital training, equipping them with the skills necessary to thrive in a technology-driven world.
