The AI-Solution Processing Millions of Images in Seconds Halts Deforestation

The Context

In Romania, the public sector has long grappled with low levels of digitalization, relying on outdated systems and manual processes that impede efficiency and accessibility. This has created significant challenges in delivering timely, transparent, and citizen-centric services. Illegal deforestation, a critical issue, has severely threatened Romania’s rich biodiversity and environmental heritage, underscoring the need for modernization. This illicit activity not only threatens the country’s natural resources but also results in severe economic losses and ecological damage.

The Challenge

In Romania, the need for modernization in the public sector is urgent. For too long, outdated systems and manual processes have slowed efficiency and made it challenging to deliver transparent, citizen-centric services. But this challenge is also an opportunity.

Through public tenders, we aim to make incredible strides in integrating AI, cloud technology, and automation into government operations. More than technical upgrades, the goal is to deliver transformative solutions that streamline processes and meet the expectations of a modern society.

Particularly, illegal deforestation, a critical and urgent issue, has severely threatened Romania’s rich biodiversity and environmental heritage. This illicit activity threatens the country’s natural resources and results in recurring and severe economic losses.

Technical Challenges

Additionally, these challenges boil down to the complexity of working with real-world data. For photo processing, diverse lighting and low-quality images are major barriers. When photos are unclear or irrelevant, such as duplicates or images of dashboards instead of the target material, they slow down automated systems and lead to missed violations.

Then there’s OCR (Optical Character Recognition), which struggles with distorted car plates or poor dashboard lighting. Scaling this is another layer entirely. Imagine processing millions of photos in near real-time, especially during peak periods. Without proper infrastructure, delays and inaccuracies pile up.

Balancing precision and speed by designing systems that handle this variability reliably while staying scalable under pressure is a real challenge.

That’s where innovation in AI and infrastructure really came into play.

The Solution

Together with Google Cloud we designed and implemented an AI-powered compliance monitoring system that revolutionized how the Ministry of the Environment handled wood transport verification. By integrating advanced tools such as Google Vertex AI and Gemini PRO models, the solution offered unparalleled efficiency and precision.

Key Features

• The system uses AI and state-of-the-art image processing to analyze vehicle exteriors, cargo, timestamps, and authorization documents in real time.

• Advanced algorithms detect inconsistencies in transport permits and carrier accreditation, flagging non-compliance instantly.

• A scoring system was implemented to improve processing efficiency.

This solution addressed the Ministry’s operational challenges and set a new standard for using technology in environmental protection.

 

The Results

The results of the collaboration were transformative, showcasing how AI and cloud technology can create significant societal impact:

• Over 1.6 million images were analyzed in one month
• Without this technology 125 people would have been required to work for a full month in order to check each notice, a decrease of 99.9967% of total time spent
• The AI-powered solution detected fraud in seconds, reducing processing time from 3 minutes to just 10 seconds.
• Fraudulent activities were identified in seconds, enabling immediate action.
• The system led to over €770,000 in fines and the confiscation of 1,038 cubic meters of illegal timber, valued at €56,000.

Conclusions

Zitec’s innovative application of AI earned us global acclaim, securing a top spot as one of four winners in Google Cloud’s “Era of Gemini” competition, selected from 60 submissions across the EMEA region. This AI-powered solution revolutionized enforcement processes all the while empowering the Ministry to safeguard Romania’s forests, ensuring their preservation and sustainability for generations to come.
This project is an excellent example of how technology, when aligned with meaningful objectives, can address critical societal challenges. By blending AI innovation with a focus on impact, we’ve proven that businesses can truly be a force for good.
