    The Overview

    Zitec partnered with TVR, Romania’s National Broadcasting Television, to improve access to live and pre-recorded video content on the TVR+ online platforms.

    Developed in collaboration with Google Cloud, the project strengthened TVR’s ability to deliver secure, scalable and high-quality digital streaming for audiences in Romania and abroad, including during high-traffic events such as the Olympic Games, international football championships and other major public-interest broadcasts.

    The Impact

    As Romania’s public television broadcaster, TVR has a mission of national importance: to make essential news, cultural programming, sports events and international broadcasts available to the public through every relevant channel. In an environment where audiences increasingly expect digital access alongside traditional television, TVR+ became a strategic platform for modern public communication.

    Zitec’s role was to act as a technology partner capable of transforming this mission into a resilient digital experience. The objective was to improve video delivery and support a public institution with strategic national impact in becoming more accessible, flexible and future-ready.

    The Context

    TVR opened a public tender to digitalize the delivery of live streaming programmes through its online portal. The institution needed to ensure that its audience could access live and pre-recorded content in optimal conditions, on television and online, in Romania and internationally.

    The project came with significant pressure. TVR+ had to be prepared for moments of intense national attention, including the Olympic Games and international football championships, where user demand could rise dramatically in a short period of time.

    For a strategic public organization,the platform had to combine availability, security, performance and content-rights control, while supporting the operational requirements of a national broadcaster. The expected baseline included approximately 400 TB of monthly traffic and 300 million monthly hits, with the ability to scale for extraordinary events without creating unexpected additional costs.

    The Challenges

    The solution also had to protect the viewing experience across different devices, networks and connection speeds. Instead of relying on a fixed-quality stream, the platform needed to adjust video quality dynamically based on each user’s available bandwidth and device capability.

    From a business perspective, this meant stronger service continuity, more controlled access to digital content, consistent viewing quality across devices and more efficient use of network resources. It also created a scalable foundation that could support future audience growth without compromising performance.

    Content-rights management added further complexity. TVR needed mechanisms for geo-blocking and time-blocking, both manually and through an API. Some programmes had to be blocked in specific countries, while others had to be fully restricted from internet distribution when online rights were unavailable.

    Finally, the solution had to include monitoring and reporting tools for technical quality control, allowing administrators to observe live performance and analyze historical data on video connections, consumed bandwidth, simultaneous users, transfer rate, cache performance and hit ratio.

    The Process

    This transformation was part of a broader initiative to modernize operations in response to new consumer demands, amplified by the pandemic and informed by successful strategies from similar markets. Here’s what followed:

    1. At first, we listened.
    2. Then, we took on a consultative approach to audit the operations.
    3. We engaged with key stakeholders, from external and internal tech teams from Zitec and VTEX, to the business teams and their vendors, for a smooth and efficient transition that met the retailer’s goals.
    4. We rolled out a plan that addresses the essentials: immediate needs, scaling capabilities, cost efficiency, and future feature enhancements.
    5. Transparency was non-negotiable. We worked closely with the retailer to evaluate the total cost of ownership for a set of solutions so that no hidden costs or surprises would arise down the line.
    6. Instead of jumping straight into a major overhaul, we assessed other options, including upgrading the existing system.

    The decision to move to VTEX was grounded in real-world analysis that showed it to be the most flexible, cost-efficient, and scalable option for the retailer.

    Thanks to our agile, iterative approach, we launched an MVP in just four months (half the projected time) without compromising quality. This allowed for real-time market feedback, customer testing, and continuous platform refinement.

    The Solution

    Zitec designed and delivered the project working together with Google Cloud to build a secure, scalable and high-performance streaming infrastructure.

    The solution integrated CDN (Content Delivery Network) capabilities with cloud services such as Cloud Storage and Cloud Load Balancing, creating a complete content delivery architecture for live and on-demand video. The CDN infrastructure was designed to support high-quality delivery across Romania, with interconnection to major internet providers such as Digi, Vodafone, Orange, INES and NXDATA. This ensured that streams could be distributed efficiently through infrastructure located on Romanian territory.

    International delivery was also essential, particularly for TVR International. The solution included CDN support in countries such as the United States, Canada, Spain, Italy, France, Israel, Germany, Austria, Ukraine and the Republic of Moldova, enabling consistent live and VOD streaming for Romanian communities abroad.

    The platform was also designed with future growth in mind. By being ready for advanced video formats such as ultra-high-definition and enhanced visual quality standards, TVR gained a foundation that could support future content expectations without requiring a major technology rebuild.

    The Results

    The project strengthened TVR as a reliable digital broadcasting platform for a strategic Romanian public institution. By combining Zitec’s delivery expertise with Google Cloud’s infrastructure capabilities, TVR gained a scalable foundation for national and international streaming.

    Beyond the technical implementation, the project became an example of how public organizations can accelerate digital transformation when they work with the right technology partners. For Zitec, the collaboration demonstrated the company’s ability to deliver mission-critical platforms where performance, security and public trust are equally important.
